whelp. I always struggle with water lmao

need some help. I do want it to be sparkling with stars no matter what xP

would also like help on literally everything else as well lol

Well if you're trying to add more foam or specular effects to the water, you could look into Jesus Conde's water tutorial.
If you clean a vacuum cleaner, you become a vacuum cleaner.

So the main thing that I see is that there are no reflections in the water. Water is a really reflective surface, so both the ground and the wolf (and maybe even some of the sky) should show up as a reflection in the water. It doesn't have to be a perfect mirror-like reflection, but there should be some subtle indication that the light is being reflected. Other than that I think the piece looks really great over all. I love the shape design and soft rendering style. Keep up the good work! :D
