Hi, sorry for the late reply.

As far as proportions go you've done pretty well, however it's a bit lacking in the value and color department. If you change this to grayscale you'll notice right away that you don't have much value separation, leading to very flat forms. As far as color goes, there isn't necessarily anything "wrong" with your color choices, however they are a bit bland. You might have a look at Sinix's painting faces series on his YouTube channel, hopefully you can get some ideas of areas you can get away with a bit more color.

One more thing, I know this is probably meant to be cartoony, but the ear shapes aren't really even close to how an ear should look; I recommend you study those.
